‘Challenged Ruralities: Nordic welfare states under pressure’,

This conference is an interdisciplinary forum with a particular emphasis on rural research in the Nordic countries.

Theme 1, Working Group 4 (1.4)
‘Evaluating Policy and Implementation of Innovation Programmes in Agriculture and Forestry’

Abstract: Spurred by the Europe 2020 strategy, innovation initiatives are being financially supported across Europe to promote the competitiveness of rural areas, employment, and the low carbon economy. Several instruments including the European Innovation Partnership for Agricultural Productivity and Sustainability (EIP-AGRI) and LEADER help to implement this strategy. EIP-AGRI funding measures aim to promote a competitive and sustainable agriculture and forestry that “achieves more from less” as well as ensure a steady supply of food, feed, and biomaterials. With this working group, we would like to enhance a critical reflection on the current EIP-AGRI and LEADER implementation.

Our leading questions for the panel discussion are:

1) How can we identify effectiveness and ‘success’ of innovation partnership projects and groups? Which theoretical perspectives and parameters are helpful?

2) What are the enhancing and hampering factors that drive innovative processes within the partnerships/groups?

3) How can we improve the knowledge exchange (and cooperation) between administrative, advisory, scientific organisations/groups between regions and countries, and between practitioners’ groups or initiatives? We welcome contributions that discuss single or multiple case studies of innovation partnership projects and initiatives, experiences of decision-making from both participating practitioners and responsible persons in administration and policy, the implementation and evaluation/assessment of the funding schemes, and/or comparative studies of innovation projects and initiatives across different sectors and/or regions/countries.

Arrangement of the session

The workshop will consist of two parts; short paper presentations and then panel discussion
